I assume it is Keuchel waiting for more money.  This is consistent with last year and his unwillingness to sign a contract he felt was not acceptable. I say fuck him and move on. He is already going to be an overpay, it doesn't need to become ridiculous.

Well Keuchel didn't sign until June last year. This could be a long wait.

I wonder what keuchel mindset is. Is he anxious because how bad it went last year? Is he calm because of last year? Like many here I've talked it to death and just have to wait.
