At least not this front office. Let's be honest, Dipoto's front office was Swiss cheese.

I know the Dodgers are lurking, but I really don't see it. They're such a smart money club and the international presence and farm they've built has allowed for them to continually maintain a sustained lower payroll after the initial investment, while holding their vice grip on the NL West. They've got some really promising arms all knocking on the door and don't need Cole as much as they want him. But the price should separate the wanters from the needers. Teams that want don't need to spend so foolishly. Teams that need, do.

The Angels have money sense as well, but there were some mistakes that occurred before Eppler arrived that he's had to navigate around. But the big difference there is that the Angels farm has simply failed to produce pitching since Eppler arrived and he hasn't done himself any favors by not drafting pitchers earlier. Still, it seems they've recognized this, and inked some promising Latino arms and drafted pitchers in bulk in the middle rounds stateside. But they need to invest enough money to get them from 2020 - 2025 when those arms start paying dividends. 

The Yankees in the meantime have made some very dumb financial decisions and are now attempting to use their clout to buy their way back out of these really hurting their team. They too have largely failed to develop and though as I understand there are some promising ones on the way. But the Yankees issues still reside largely in their farm. They spend with the best of them, but despite how hyped their prospects are, those guys spectacularly flop. 

Circumstantially, this feels like it has to be the Angels or Yankees.

Ponder this:
Option A: Angels will have to overpay to get Bumgarner/Ryu or Rendon since they will be betting against the Dodgers, Rangers and others
Option B: Players won't sign to Eppler's offer that, once again, misses the cut and the Angels head into a 2020 season with a very cheap payroll. Eppler gets fired. 

Pick one cuz one of them will happen.

I choose signing Rendon.  The cost is the cost and it would have been the same cost regardless.

Ok.  Then you trade for a guy like Darvish.  You take the free agent pitcher like Keuchel who isn’t going to break the bank.  You then hope that Ohtani comes back as good as new and you manage his innings throughout the year.  What really are the other options?  Give up?

Signing Cole wouldn't have fixed our rotation either. A lot would have still needed to go right, and those same things still need to go right.

Heaney and Ohtani need to stay healthy and pitch like they did in 2018.
Bundy going into his prime needs to be at least similar to last year.
Whatever pitcher(s) we do sign/trade for need to be successful.
Canning needs to stay healthy and improve upon his rookie year

Even if we had signed Cole if 3 or 4 of these things didn't happen our rotation wouldn't be in a good spot
