I'm going with only one pickoff attempt between pitches.

Lower the amount of time between pitches and actually enforce it. Have the home plate ump call either a ball or a strike depending on if it’s the pitcher or batter violating it

I didn't read all of the other responses but I would allow teams to trade draft picks (and the ability to mix draft picks with player trades if desired) including future picks.

Electronic strike zone.  That should allow both pitchers and hitters the opportunity to adjust to a consistent pitching/hitting space. 

Local replay review by the official scorer.  If they can be trusted to score the game they should be good enough to make the replay calls.

Saw this suggestion from Rany Jazerli: Move the mound back six inches to decrease velocity and then slightly deaden the ball the account for increase in home runs; resulting in more balls in play.

I'm fond of the electronic strike zone and trading draft picks as well.

K's looking are two outs.  make a walk 5 balls but make them two bases.  move the mound back and move the fences back.  min 375 down the lines and 450 to cf.  10s pitch clock.

I’d make a change to the guaranteed contracts.  All contracts are guaranteed for half the value, if a team wants out of the contract with years remaining the team can amnesty the contract at the end of the season for half the value, however the entire payout goes against the tax that next season.
