Per Rosenthal, Palmeiro “does not sound willing to take any sort of indirect path to the majors.” Yet Rosenthal also cites one GM that suggests Palmeiro would need to show he can still hit in a stint outside of the affiliated ranks before he’d be considered."

Yeah, and Jamie Moyer pitched in the Show until he was 80, but these were pitchers.

My thoughts are he wants to somehow re-set his HOF clock in hopes than in a few years PED users start getting in. 

If he gets a minor league deal / spring training invite would his HOF clock re-start?

Still pissed he won GG at 1B as a DH.

my initial reaction was, "he's broke or it's a publicity stunt.", but you pose a very interesting question.
