Tropeano is on a very limited innings pitched limit this season. Keeping him in the Minors allows them to more easily control his innings count. Moving him up would immediately put stress on his ability to pitch out of the bullpen later in the year (which is his likely landing spot in 2018).

With Barria they probably want to control his service clock a bit more. Starting him near the beginning of the season would put stress on his total years with the team and make it a bit harder to manage his service time next year as well (i.e. you call him up early and he stays you make it virtually impossible to use him for most of the season in 2019 without busting a year of control).

Bridwell threw a good amount of starts last year and his clock is already moving so it makes sense to bring in a stretched out arm that isn't a "premium" type arm like Barria's that could impact the Angels rotation plans longer term.

It isn't always about the highest quality arm to bring up but more about the value extracted or saved by going with a lesser choice. Health risk and rotation length play a part in the decision making process.

Troubling. It may be time to seriously consider limiting Shoemaker to the pen once/if he returns. It sounds like starts are too taxing on his arm and he's capping out.
