Hopefully but if he did he would’ve done it already. Lakers have 2 and he could have partnered with butler with the Clippers. I also heard somewhere he said he would rather beat LeBron than partner with him.

He hasn't even met with teams yet. Why would he have signed already?

As others have said, it's a soft cap. Teams can go over the cap to resign their own players and players making league minimum don't count toward the cap. There are also exemptions for various things and there is a luxury tax. 

I think the closest equivalent would be the MLB draft pool. The salary cap is like the first ten round signing pool. It can be exceeded but there's a tax (in MLB draft you can't go too high over it there are other severe penalties and in the NBA you can't actually sign anyone except...). After the first ten rounds in the MLB draft you get $125k per round. Those are like the veteran minimum contracts. There's no equivalent for resigning your own free agents.
