The Angels currently have the longest streak without a .500 season (the Royals were 81-81 in 2016, while the Angels didn't break .500 since 2015), as well as tied for the third longest postseason drought with the Pirates and Tigers (2014), after the Phillies (2011) and Mariners (2001!). I imagine that even casual fans will only take suckitude so much longer before not showing up to games or switching allegiance to the Dodgers or Padres.

Arte, like most owners, cares mostly about one thing: making money. It isn't unlike how most politicians only care about power and their political games and will only actually work to help real people unless they're threatened with losing power.

On the other hand, at least he does spend some money. He may not do it wisely, but imagine being a fan of the Orioles or Marlins or Pirates.

This is true. Some realize that having a successful organization in the long run yields more money. Arte has spent his entire ownership trying to one-up the Dodgers, but it's embarrassing how much more successful their strategy has been than his. Whatever they're doing, they're putting out a perennial winner and consistently producing homegrown talent. And guess what, they make more revenue than the Angels.

And this is coming from someone who detests the Dodgers. As much as I hate the team, you have to respect what their ownership has done.

i don't think it's that they care more about baseball. i think that owner's see growth in value in different ways.

I think he detests the thought of emulating the Dodgers model of success. He's not going to pour resources into player development, because to do so is to admit that that Dodgers have done it right and he has done it wrong. Good owners don't care about stupid stuff like that, but Arte can't even wait a week on a trade with the Dodgers without taking it personally.

Someone like Steve Ballmer wouldn’t care about that.   He’s got the money to invest both in the farm and the parent team.   His net worth is well over ten times greater than Arte Moreno’s.

Media guide only lists that many.   I think they may actually have more international scouts currently.  Also -- timely article today...
