As far as it's structured in the US, absolutely.  In some other countries they pay into a system and the funds are actually set aside for them or their family in an account they get statements on.  Those countries have the advantage of setting up their schemes after the US and they probably saw what not to do in some ways.  Personally I don't count on anything from SS when thinking about retirement funds because I don't know how it will change by the time I get there.  It wasn't supposed to be taxed and yet the income threshold for that to start is pretty low.  I wouldn't be surprised to see means testing in the future.  The people saying to remove the wage cap don't seem to realize the formula calculating what someone gets is based on what they pay in so just removing the cap would mean people are owed more when they start drawing.
