Isn't fire and police retirement benefits determined by their last years income?  Journalists really need to dig further.

I believe so but even ignoring that for a second one of the top 3 guys has popped up on these lists at least 3 times over the last 20 years

"Thompson has been appearing on overtime lists for years. A Los Angeles Times article from 1996 lists him as a top overtime earner. In 2009, the Los Angeles Daily News identified him as a top overtime earner for the year 2008."

At a point they should be hiring more people rather than having guys run up massive amounts of OT.  Each year we see articles like this whether it's about LA or OC firefighters and how much OT some of them get and the defense is always that they're understaffed.  When it continues to happen that implies that they either allow it to happen because the guys getting OT want to continue to get it (who can blame them) or that whoever is calling the shots is inept because year after year they aren't hiring people to meet the demand while they continue to pay out a lot in OT.  I'm gonna guess it's the former but neither is a good reason for this to continue to happen.  If there's work that needs to be done and you're going to pay it out in OT if you don't hire someone it makes more sense to add a body and give someone else a job.

I believe so but overtime isn't usually factored in. At least it shouldn't be.
