There was a similar scandal here a while back, all apparently legal due to a loophole in the city's contract. Guys would burn their sick leave, but alert their buddies that it was coming, so that they could bag the OT. Said buddies would then return the favor. There were even supervisors involved. That got closed pronto in the next contract.
