The exodus is real but the state legislature refuses to accept they need to take a backseat to their progressive (repressive) agenda and roll back a lot of wasted expenditures that causes the incredibly high tax rate. 

The lure of California in the 60's was great weather, moderate taxes, stable infrastructure, good schools. All of that has gone to shit and it has crumbled under the last 50 years by overreach to control all aspects of life hear.

Keep it simple, Sacramento. Provide electricity, water, gas, schools, road repair and Park system while letting the rest be run by private industry. Reduce your government footprint by 50% and the tax rate would be favorable for both citizens and corporations but currently the deficit spending and finding more ways to create revenue streams that only get mismanaged at a greater level every year is killing the state.

In short, quit re-electing the same people to office just because you think they are going to use their years of experience to make it better. Their years of experience only make them better thieves like jail time for petty criminals. Dump the Feinsteins'. Pelosis', Newsoms' and Shiffs' and get some real change in California.

Demand a 50% reduction in California's government and you would see a 100% better state.

All this^^^. Also have to get rid of the super majority they have in the legislature

We have that now. What we need is simply less for them to work with. A super majority with a minority budget keeps off the crazy train track and on fiscally responsible governing.

California judge rules inmates owed $1,200 stimulus payments

California is seeking to ensure that residents receive their $1,200 economic impact payments – even if they are incarcerated.

A federal judge for the U.S. District Court for the Northern District of California ruled on the side of lawyers who brought a class-action lawsuit against U.S. Treasury Secretary Steven Mnuchin and IRS Commissioner Charles Rettig arguing that denying these individuals relief checks based on their incarcerated status is unlawful.

Good. A large chunk of people in prison shouldn't be there anyway.
