It really looks like Ohtani is trying to "guide/push" the ball and not fully following through in his motion, which would also explain the 95-96 instead of 99.

Agreed. Silly idea to keep him out of it. Try to cut back on hitting/pitching same day and give him a handful more starts before "taking" him out of the rotation.

Obviously his career has more longevity and earnings potential if he pitches. The aging curve is less harsh on pitchers and he can get paid longer. But its irrelevant when he can't even have C level command. He'll probably play his prime here for a decade like Tanaka and head back to Japan earlier than most would assume.

He's the back-up catcher to Stassi and can hit a bit.

He had poor command since spring training and every start he’s made. Something is off and he needs to work it out

Agreed but he needs to get his command back before he continues in the rotation. Now tonight he’s probably going to get pulled early and we don’t have his bat. Right now I I think his hitting is what offers the most to the angels

With his command he won't even be a reliable closer. You can't really trust him in the rotation or in high leverage late innings at this point.
