Alternate theory: we have a lot of pitchers on the 10 day DL. I've heard it said that last year, the Dodgers used the 10 day DL to cycle players in and out of the minors - basically, its a way to bring in a kid without optioning another player. Possible that that is what we are doing, and Trop is actually fine?
