Depending on if he had it before 1994, and since it's a Mac and not a RFB, it would be prior to 1981, then an automatic is very possible.

California’s gun violence statistics have nothing to do with guns and everything due to demographics. Drill down on the numbers and you’ll see white suicides are included. Remove the suicides and you’re going to see very violent black populations.

Looks like the Monterey Park shooter had an extended clip and a homemade silencer on his gun.  It would not surprise me if it's also modified to full auto or at least burst mode.  Would account for a handgun doing so much damage.
