There are transactions happening every day. Monday is going to be another  one of them but I doubt there will be any appreciable rise in signings.

The market is still not locked in as to where the revenue streams outside of television will be. There is still no set in stone plan for the minor leagues to reopen. 

Its going to be a very slow progression of teams filling rosters.

BTW, I don't think the halos will make any significant moves until after the arb deadline on weds.  They'll want to what other players can potentially fill their board.  I think that's what most teams are waiting for right now.  There are probably quite a few internal rumors floating around about who is going to try to cut payroll and who may not but that arb deadline will at least show part of everyone's hand.
