Went to a hole in the wall casino in Parker, AZ.  They still required everyone to wear a mask.  And they were on you really quick if you weren't wearing one.  My buddy went total dick and brought beer from the room (which wasn't allowed), and went to the casino and drank it without a mask.  Like 6 security guards surrounded him.  Funny thing was, like 2 or 3 AZ assholes decided to get in on the action and was saying he better leave or he'd be arrested.  My buddy pretty much kept playing saying whatever, then pointing out all the reasons why this was a shitbox casino, egging the 3 AZ assholes on, while security was probably like, we just want you to put on your mask.  They ended up escorting the 3 AZ assholes out of the casino.  He kept playing all night.

Oh, and forgot to add.  No where else in AZ did they require you to wear a mask.  A few people were still wearing them.  Their choice.

Your friend is an a-hole.  Businesses have every right to dictate what happens on their property.  Whether they require masks or don't in states that want you to.

Here in Mohave Valley, AZ they aren't required at the Spirit Mountain Indian casino

Across the river in Laughlin, NV they are no longer required, even at the Avi which is a Indian casino
