According to a "source close to the investigation", the FBI is hunting a 12-member terrorist cell associated with the brothers. Three members of the cell were arrested last night in New Bedford, MA. They are believed to be of college age. The cell has been waiting for several years for their day to come.

 

The younger brother, critically wounded, is handcuffed to his hospital bed under armed guard. Police believe the two brothers were specially trained to carry out the attack and provided with explosives and weapons.

If True, then yes, a complete fail.  I get that you can't tail everyone.  But in the early stages, when you say there is no terrorist connections, and this type of information comes out.  Makes me wonder who is survellanced and who isn't.
