1.5 years is on the light side, IMO.

He probably spends the next 2 full seasons in A+ and AA. If he can progress past AA, then he may need another full season or season and a half in AAA.

Which is fine. He's still only 22.

Arte makes exceptions for Asian players who are part of a particular club.

On November 16th (Japan time), Hiroshima Toyo Carp approved Seiya Suzuki's posting application. If he announces the exercise of his rights within 7 days from the day after the Japan Series ends, excluding weekend, he will be able to negotiate a contract from the next day after the NPB announces that he is an FA declared player.
As the Japan Series will start on November 20th, the deadline of his application is estimated to be December 5. The Collective Bargaining Agreement is due on December 1st, so it may be affected.

To be fair the Angels are very confused about what positions their players will play.  So I think we can be forgiven for dreaming big.  Consider the examples of Taylor Ward, Matt Thaiss etc.

It is unknown whether a player who has been highly evaluated in Japan can play an active role in MLB as expected.
There have been many disappointing players from NPB so far.

The very fact that the Angels were willing to trade Marsh for a top pitching prospects at least opens up the possibility of a trade, which I honestly didn't anticipate a year ago. 

But Maddon's also shown a willingness to bench Upton. So I do suppose a free agent OF could unexpectedly be in the cards.
