For some reason, I remember it playing at Angel Stadium back to the early 1970s, at least.

That's not what was said, they are saying that's when Harry Carry started leading Cubs fans in signing it

Well they said he helped popularize the tradition. To me that means it wasn't as common as it is today before him. I must've read it three or four times to try and grasp the point they were trying to make.

I don’t know how long fans have been singing it during the 7th inning stretch, but I can remember singing it then at dodger games in the 60s.

I think that is misleading. Harry Caray started a tradition in 1977.  I remember singing it years before that at Anaheim Stadium.
