That's because you perceive "deep state" to be an exclusively negative term. I'm referring to CIA, Secret Service, NSA, Etc... Those guys don't just do nefarious shit. They do serve good purposes too.

Organized Crime folks own businesses and you can go in and buy a meatball sub or get your laundry done but they're in the business of selling anal and parlay cards. Similarly, the government builds some roads and schools, provides some services, etc but they're real business is war, market manipulation and foreign intervention.
