The aid was released after they knew of the whistle blower complaint. Same reason they locked the transcripts were locked into a super secret server.

America is a global empire and everything every administration has done for more than a century has been to advance their personal interest first, party’s interests second and the nations interests third. 

The Ukraine situation looks corrupt as shit but it was about something that was actually and unquestionably corrupt.
