Pretty sure Fangraphs (as well as the rest of the industry) looks at prospects and their tools without taking into account who the GM is.

You can see Jerry's plan sorta working .... it's up to the prospects to pan out ... and he has to make good FA signings / trades.

Problem for both of us is that the Astros will still be Facking good for the next however long.

The one thing about Dipoto, there is no ambiguity about his plan.  The biggest difference I see between the Mariners and Angels rebuild was with the major league talent the Mariners initially had to trade away for prospects.

The Astros will be good for awhile as long as their aging pitching staff stays effective.  The one thing they did at the deadline this year was get older, which doesn't always equate to long-term success.
