If Shohei is pitching can he pinch hit for the DH?

Yes.  But once he is out of the game you are going need a new pinch hitter every time the DH/Pitcher slot comes around.  Unless you want one of our relief pitchers hitting.

I asked Vic the same question... This is the answer.  But, what if he's pitching a gem and takes an at-bat for the DH before the lineup turns-over?... I don't think the plan includes him hitting and pitching, but we'll see what happens during inter-league.

Refuses may be too strong a term. But he hasn't ever, has he?

Yes, I would assume his managers came up with the plan so he can focus on pitching and since the Japanese league uses the DH.  As far as the word refuse, I guess we will see when he is supposed to pitch in an NL park this year.  If he refuses to pitch we will know it.
