Are you using wifi or 4g?  tablet or phone?  If it's tablet, make sure it still has a connection.  Rebooting tablet helps also.  I get that connect problem on occasion, but waiting a few seconds usually helps.

I'm on a droid. I've tried on 4g, 3g and different wifi networks. I also uninstalled and reinstalled the game. Still getting the stupid "cannot connect to network" screen.

I don't know.  Only thing I can think of is you don't have your password correct?  I occassionally get the cannot connect to server, retry.  But after a few seconds I am able to connect.

So I reinstalled the game again. It will let me build a springfield with an anonymous account. But when I log in (and using the correct psswd), I get the damn Cannot Connect to Server screen. So it's not my internet connection or phone. There is something wrong where my game is saved on EA's server.

Nick, I tried to load my city on my Nexus 7 and I kept getting a message saying my login info was incorrect but I verified it was correct.  Is that the issue you are having?  Works fine on my iPhone.
