There is a simple answer to this.  For the least 3 years the team has been expected to make the playoffs based on the talent level on the team.  For the last three years they have not made the playoffs.  There's a multitude of people to blame but not expecting the manager to shoulder a lot of the blame is idiotic.

I doubt that all the players come into spring overweight. This is a non issue IMHO.
