Different people would probably have different opinions...but to me, it'd be more of a 4 than anything else.

and a lot of hit batters and a lot of benches being cleared and a lot of warning by umps and then guys ejected because they can't grip the ball.  

the intended effect is not giving pitchers an advantage but batters are going to be terrified to get in the box.
