Disagree.  Play three games at one site.  The 2nd and third games is a double header if needed.

You only push things back one day.

I like that idea actually, the double header if needed.
Makes it even rougher on the WC if it goes three.
One more day should not cause drastic rust.

Universal DH

Expanded Playoffs

Teams that receive revenue sharing must have a minimum payroll that is some percentage (200-300%) of the revenue they receive.  

Free Agency Granted after the Age 26 season.  This should solve the service clock issue.

Automatic raises following the first season until Arbitration year.

Arbitration starts in age 24 season.

When a player enters his first year without a minor league option the team can basically buy an additional option by doubling his mlb salary.  

The actual annual salary in a given year is the impact it has on the luxury tax

A veteran player Salary Exemption from the tax threshold. (So you can pick one player, over the age of 33, who’s contract that given year, does not impact the tax threshold).  Or you can amnesty one contract, but you can not amnesty another contract until the previous contract has expired.  So if the Angels wanted to amnesty Upton, they couldn’t amnesty another contract for two years.  Player is released, paid in full, but no luxury tax hit. You could also have clauses like, if the team releasing is over the threshold the previous year, they can’t amnesty a player, or something to that affect.  

I also wouldn’t be opposed to the Larry Bird rule being instituted, where you can go over the tax if it means you are keeping your own free agent. 

If a player tests positive for PEDs they immediately take another test.  If that test is positive, then the team can void the contract anytime during their suspension.  

End the blackout restrictions 

Shorten the length of free agency.  

Trade Deadline expanded to September 1st and only have one trade deadline.

 

Those are some of my thoughts, let me know what you think and what your ideas are. 

I'm on board with most of this.  I really like the idea of creating a payroll floor based on revenue that includes whatever a team gets for sharing.  

I one thing I don't really like is determining FA status at a particular age.  To me that could be to the detriment of players who need more development because a team knows they'll lose him.  So they'll be looking to squeeze value out of guys earlier than they should.   If they're gonna go by age, I would say that the max age before a guy hits free agency is 30.  ie club control through age 29 but that's a max.    

I don't have a great idea for solving the service time manipulation stuff though.  I know that calling a guy up in late April doesn't punish the team enough to not have a talented player on their roster so I think shortening the amount of time of the roster that qualifies a player for a year in the majors might do it.  Something like a month.  

Whatever they do, I don't want MLB to turn into the NBA where guy just bounce around all the time.  I know some of the long contracts are ludicrous but I like the idea of having a guy on our team for the vast majority of his career.  

I think what I'd like to see overall is an extra year of club control up to age 29 but the players start into arb 2 years earlier.  So instead of 3 and 3, it's a max of 2 and 5 or even 1 and 6.  So if a guy comes up at 23, he'll be a FA after his 29yo season with 5 years of arb whereas a guy who comes up at 24 goes 2 and 4 and still become a FA at age 29.

Luxury tax and a luxury tax hard cap that is higher than initial luxury tax threshold.

elimination of bogus player options like in the Bauer contract.

Elimination of competitive balance draft picks. Trade draft picks in rule 4 and rule 5 drafts.

Universal DH.

Two expansion teams and 27 man rosters.  32 in September. 

Realignment to 8 x 4 team divisions, moving some teams to other leagues.

ALW Angels, A’s, Mariners, D’backs.

NLW Dodgers, Padres, Giants, Portland.

ALS Colorado, Texas, Houston, Kansas City.

NLS Nashville, Miami, DC, Atlanta. 

NLC Chicago, Milwaukee, St. Louis, Cincy

ALC Chicago, Minnesota, Detroit, Cleveland 

NLE New York, Pittsburgh, Montreal (from Tampa), Philly

ALE New York, Baltimore, Toronto, Boston.

12 team playoff.

Return of the California league to high-A. Send new northwest league to low A. add two more teams and require western divisions plus KC and Colorado to have teams in Cal League.

Expand inter league play to play same geographical division every year alternating home and away. Three game set (12) games. Add home and away against on other division. On a three year rotation (24) for 36 inter league games.
