Assuming this isn't some elaborate work of satire, the answer is because pop up foul balls and fly ball home runs spend a much greater time flying through the air before landing in the crowd. Presumably even a partially distracted fan would have time to locate it or protect themselves. Nets are meant to protect areas where a line drive or loose bat gives even the most adept and able fan limited time to react. Edited March 10, 2016 by Jobu
