If i'm rich as hell and want to spend my money on water to keep my garden, trees, and grass green, then I'm going to do it.

Not that I am defending these fools, but some rich bastards can install high-end rain catchment systems with underground water storage to be used for the landscape.  Not that I believe any of them had the foresight to do this, but it's a possibility.

Yeah it needs to actually rain for the cisterns to fill up. But with as much roof area as those houses have, you can get a rather large supply with even the smallest rain events.
