No way, man.  He did it as a slap in the face to the parents and family of that brave person, and to the rest of Americans.  He shouldn't do anything remotely funny (or thought of as funny by some) until he's dead.

The taxpayers will pay for the "free tuition" or each student will sign an agreement that they will pay back the costs at a future date. Oregon has something similar where students get a "free education" but the students agree to pay it back over a mufti year period (20 years I believe)

That seems good in theory, but still opens up the possibility for massive money loss on a federal level if using the paying back loan method, or for taxpayers being reamed if using the taxpayer method.

On a MUCH smaller scale, it MAY be doable. As in a small city or county. Even at a state level, still too much chance of a big money loss one way or another.
