Actually, it is all about the sun and wind. If the sun is out, -15 can feel like 20 above. If it's windy, 20 above can feel like 20 below.

Exactly. 45 here can feel like a 70 degree day in So Cal. Add some wind it could feel 20 to 30 degrees cooler. Wind sucks! Edited by 1nutkruk

VHF, honestly, I don't even notice the difference between 0, -5 or -15.  At that point it is just really cold.

 

I suppose just like the opposite extreme. It's cliche to say "It's a dry heat", but if it goes north of 110 it's hot, regardless of the humidity.

 

The -7 I experienced was in Oklahoma, the first winter I went to school there after moving from Florida. That winter was also my first encounter with freezing rain. I learned how to drive in snow that winter as well.
