It's a systemwide rule that applies to everybody.

It has been raining here off and on all day. The projected high was 65 degrees, and we probably fell 8-10 degrees short of that. The system that has been soaking SoCal is supposed to roll through here sometime between 10 and 11 PM. Originally there was only a slight chance of rain for Sunday, but the forecast has been revised for more rainfall.

I carry a poncho in my truck all the time in case I get stuck in the rain. Cheap insurance. Folds up flat in a plastic holder.

I think that is pretty standard for SoCal.  I remember seeing some thing in the LA Times years ago that showed the average rain fall by year, and you could see a clear 5 - 7 year gap between the large numbers.

During a La Nina yet, after a dry El Nino year, which way is up?
