Has to be the worst state in the union.  This isn't that egregious but there are other examples.

To understand what is going on here, you first have to understand Florida's esteemed Governor, Rick Scott. He was Chairman and CEO of Columbia Health Care in the late 1990s when the company was found guilty of fraud and other wrongdoing. The company eventually plead guilty to 14 felonies and was fined over $600M. Scott, for his trouble, was given a severance package totaling almost $10M.

 

He has led a headlong push to privatize medical services in Florida's prisons. Of course, it is probably pure coincidence that Scott still has substantial financial holdings in a number of health care related companies.

 

Perhaps worst of all, at one time he was partners with George W. Bush as a part owner of the Texas Rangers.
