Only thing I can think of is that Plesac pitched more recently than Fulmer, so maybe they just wanted the guy who'd be available immediately?  And I'm guessing they're assuming Plesac will pass through waivers, since they gave him that $1M guaranteed contract.

He’s stretched out to throw 60 pitches. Now the bullpen will be taxed and we just pulled the long man from the pen to make a spot start.

They still have Suarez to throw multiple innings from the pen.  Unless you want him to replace Silseth in the rotation.
