Looks like 18 teams are in the lottery, Angels fall at #10 without the lottery so it’s a win if we get 1-9, even if we end up at 10 and a loss if 11-18.

The lottery only determines the top 6 picks.  After that, it's just reverse order of record.  From the link you provided:

"Any team in the lottery that doesn't land one of the top six picks will pick in reverse order of standings for picks 7-18. For example, if the Brewers don't get one of the lottery picks, they will pick 18th overall."

Who would you like the Angels to pick at #1?

Who would you like them to pick at #10?

At #1? I'd love any of the top three college players (Dollander/ Gonzales/ Crews). In that sense, #3 is almost as good as #1 in my mind.

#10? It really depends on who falls, but Langford is a guy that should advance relatively quickly, has a power bat that could DEFINITELY stay in the corners-- or could become the 1B of the future.  There's also a nice bunch of toolsy prep bats that would be nice to nab here.

It's the Angels, so naturally we'll end up with pick 16 or something.

What's the worst pick the Angels could get?

According to this, the lowest pick they can get is 15. And their chances of getting 13, 14, or 15 are lower than their chances of getting 1-6.

1. 1.8

2. 2.0

3. 2.3

4. 2.7

5. 3.2

6. 3.9

10. 44.4

11. 33.0

12. 6.3

13. 0.4

14. >0.0

15. >0.0

16 I think.  but that would mean the teams at 11-16 all jumped into the top 6

Yeah, I don't know why the worst would be 15th instead of 16th, unless I'm missing something.
