I'm still trying to figure out how he's a Minnesota State Representative, and yet doesn't have a Minnesota Drivers License.  Don't you have to be a resident of Minnesota?  And if you are a resident of such state, you have to change your DL to that state.

Minnesota wouldn't give him a DL if his Wisconsin DL is suspended. He'd have to clear that up before they'd issue one to him. 

In other words, he'd have to clear up his unpaid child support then get his license reinstated in Wisconsin first.
