From when I was a kid.  Absolutely.  

 

Let's put it this way.  When I was in elementary, jr high, they would have stage smog alerts.  I think 3 being death outside.  I remember when we were in a stage 3 and couped up inside, and I could barely see the other building next to us in the San Gabriel Valley.  In Redlands, during college, after a cold day or a rainy day.  You could see the smog come in from LA.  

 

While in the IE, it's still bad.  It's not nearly as bad as it was.  In LA, you rarely get a day when you could see the pollution.  The pollution is still there, but not like it was, or is in China.
