I'm going to use Fangraph's crowd-sourced predictions.

Consider those rough estimates. I've also included the baseball age (as of July 1, 2016) the player will be when their contract starts.

Feel free to list the players you want in order of desirability in the comments.

I picked the Heyward/Cueto combo, although I'm warming to Upton as I think he could take a step up in productivity if he can "hide" behind Mike Trout. But I still love Heyward's combination of youth, glove, and offensive upside. As far as pitching goes, I think the Angels already have a ton of mid-rotation options so if they sign a start they should get a good one. But I'd rather stay away from the Big Two due to cost and the gut feeling I have that David Price is going to implode sooner than later.

My order:

Outfielder

1. Heyward

2. Upton

3. Span

4. Cespedes

5. Other

Starter

1. Cueto

2. Greinke

3. Zimmermann

4. Price

I actually think that Heyward will get 8/200, but anywho...

I'll take Heyward and Leake/Chen (preferably Chen).

If Arte is willing then I honestly would certainly not reject a Cueto signing.

In order:

1. Heyward/Upton (strongly prefer Heyward but if not him, Upton is priority)

2. O'Day + Sipp/Bastardo

3. Chen/Leake/Iwakuma (yes, Iwakuma)

4. Aoki

5. Cueto

Honorable mentions (for the helluv it):

1.Kendrick

2.Zobrist

3.Zimmerman

4.Fister

5.Gordon (I like his overall game but his age doesn't fit the team's identity going fwd)

Only reason I don't have Kendrick and Zobrist in the list is because I'd rather a trade for a Prado/Walker type.

Stay away from:

Price

Greinke

Cespedes

DAVIS!!!

MURPHY!!!

Edit: throw in span next to Aoki. One of them HAS to be signed if we miss out on Hewayrd/Upton

I'm on board with this. Add in a reliever like O'Day or Soria or even Sipp. Would love for them to try and find an option at 2B or 3B but who knows how much money Arte is willing to shell out

Get a bunch of guys who are heading into their prime, you get Heyward at 26 and Leake at 28, you don't lose another draft pick with Leake, big spacious ballpark, one of the best defensive outfields + Simmons. I think they're going to re-sign Freese, no big additions at catcher, use one of the young starters on a second baseman (no idea who, the market isn't very good for it), sign Soria or Sipp for the pen.
