Well this pandemic is a unique situation that no American has seen before and it is shedding a lot of light on the abilities of those local leaders. In fairness to them, there are no good answers or solutions to dealing with this pandemic.

Yeah, there's some of that for sure but things like riots and pandemic responses do fall pretty heavily on the locals. For example, should Cuomo have ordered the assisted care facilities to house positive patients? These type of decisions are not the responsibility of leaders at the federal level as every state and city have unique needs so they don't need their micro-management. Ideally it is not a good thing for the feds to send in their folks to deal with local riots and disturbances because the local leaders are either afraid to deal with them or they support it. They need to stop them and yes, it's their fault that they are out of control.
