It shouldn’t for the Angels search because Buck/Wash aren’t getting interviews elsewhere and the Angels can point to 4x WS winning manager Bruce Bochy only making $4M.

Counsell had 4 teams wanting his services. He had leverage.

Some would say it is unlikely that any established mgr would want to soil their reputation by taking on the 2024 Angels with their swiss cheese roster, playing in the toughest division in baseball, and with a lame duck GM.   Especially for the pennies that Arte will offer.

Yet the manager you hold in such high regard was dying to come back and manage the 2024 Angels.

Only because he was beginning the process of building the program.  Neto, Ohoppe, Detmers, Schanual, etc. along with Ohtani and Trout.   The team we will unfortunately not be able to enjoy any longer.

Uhh, you know that the manager doesn't "build the program" rather the GM?

IMO the GM is the Architect.  The manager (with sleeves rolled up) is the builder.

Of course these days too many GM's are encroaching on the managerial prerogatives, which is sad and not popular with many baseball purists.

The manager is and always has been an extension of the organization which includes the GM and in some cases the POBO. If he isn’t producing based on the organizations expectations or plan…he’s gone. That is how it works. That is how it will continue to work. 
 

name one instance of a manager choosing his GM instead of the other way around.

I am not wrong. Your examples are from a time where organizational structure simply didn’t exist. It’s not my fault you’re missing the Brittanica encyclopedia letter c that gave the history of computers as well as common sense.
