The optimal positioning doesn’t change. That means the defenders will be positioned to the maximum position allowed by the rules, and they will move towards the desired spot while the pitch is being thrown. This now makes the umpires responsible for tracking defensive positioning and calling illegal defense on plays where the defender crosses the threshold too quickly. That is a fundamental change to the game.

Additionally it further incentivizes hitters to pull the ball and swing for the fences. Since you’ve removed a defender from the field.

This makes sense. It would probably actually make it worse based on this and what @Jeff Fletchersaid. More guys trying to pull for power, more strikeouts.

Here's an article with details about additional aspects of the new CBA. I thought the arbitration tweaks were interesting.  Starting next year, if a player settles before going to an arbitration hearing and is then released before the season starts, they get paid the full season amount, not a prorated amount.

So did they ban the shift or did they give mlb that 45 day rule change power?

"A committee will decide on rule changes. Robot umps, larger bases, a ban on the shift and a pitch clock aren’t coming to MLB in 2022 but if and when they do, they’ll be implemented by this new joint committee. The committee (composed of four active players, six members appointed by MLB and one umpire) will have the authority to institute rule changes over a single offseason. Previously the league had the authority to unilaterally introduce rule changes provided it waited at least one year after notifying the union."

Let me guess, they only need 6 yes votes to pass any new rule.

Nope, the old game was a series of stalls and painful to watch. You take away the pitch clock even for one inning and you'll go back to 20 minute innings for 3 outs. They don't drop the clock for the 2 minute warning in football, just keep the game going on pace.
