According to one site, Northrop F-5s. The T-38 is the trainer version. However, looking at this photo of an actual plane used in Top Gun, it has the extended canopy that appears to be a trainer.

There are some dual seat F-5B models out there. They are used for training and special purpose missions within the fighter environment.

Back in the 90's a Ukrainian MIG-29 flew low and slow over our house as it got into the landing pattern at the Hawthorne airport .  That year they had a really great air show.
