Teams are more cautious on big name players than they used to be. Might be a couple of other factors - Prince Fielder took a long time to sign as well, which might reflect in part Machado’s problems - saying you don’t hustle doesn’t help you any in getting a record breaking contract. Pickiness may not help either - Albert had to go to the Angels and Cano to the Mariners to find a team desperate enough to pony up the cash they wanted. If, say, Philly and the ChiSox are offering the most while NY and LA are lowballing Manny and Bryce respectively, that might be where the delay comes in.

how do we know it's between 35 and 38m per year?  

maybe Harper wants to play for the Dodgers.  Yet their offer is lower than one from the White Sox.  Why not try to get what you can from the Dodgers.  

Why is it the players responsibility to accept.  Negotiate until you feel like it's not going anywhere.  

The teams are as responsible for the slow roll as much as the players.  

This is not an altruistic process on either side.
