Could mean something, could mean nothing. There are several forums out there exploring/discussing photos from the crowd.

It's unsettling seeing pics of all these people enjoying the marathon knowing that minutes (seconds?) later, everything for them will have changed

Headline I saw said they had the suspect ID'd.  Whatever that means.

People had started to gather around the Boston courthouse because of the rumors of an arrest. Now the courthouse has been evacuated due to some kind of threat. WTF is going on over there? Human nature is so strange sometimes.
