Starters are 4th in WAR. Relievers also 4th in WAR. 

Angels 12th and 27th respectively. 

That’s fair. Dipoto went up to Seattle and all the sudden learned how to build a farm system and develop good pitching. 
 

Sounds about right for the Angels.

Spending lots of money in free agency is not necessarily great.  See the Angels for an example.
