It is one thing to be against global warming and climate change.  It is incredibly stupid to be against research on how it would affect our military bases and personnel.  Research and intelligence is what makes humans different.  Or so I thought.

That's a no-go. The way the President orders that kind of stuff is through an executive order and then people will just cry foul that he has somehow irreparably damaged the Constitution by doing his job and executing laws.
