This isn't negotiable in team building. Nobody else is doing this shit that the Angels are. The lower level of the roster has to have guys who are working on moving into filling in the middle or top level of your roster. 

This bullpen has absolutely 0 long term upside, and its currently in about as bad of shape as you can imagine. 

 

I don't think Cimber has another year of arbitration. He was a free agent.

It's been 4 years and Perry hasn't developed one useful reliever who is under long term team control. That is just an insane level of atrophy to the bottom and middle level of your roster.

The money analogy is crazy to me considering this is one of the more expensive bullpens in baseball.

It appears Arte gave Perry the off-season budget, and Perry spent most of it on the pen, which still sucks. Other than Arte selling I'm at a loss on what this team needs.

Just to update on some rankings across all of MLB for the bullpen, via Fangraphs:

ERA: 29th (the Rangers are worse)

FIP: 27th

HR/9: 28th

Left on base %: 30th (note: this is not the same as inherited runners scoring.  It's a measure of how many of a pitcher's own baserunners are stranded

Ground ball %: 24th

The organization/team needs direction.  A complete makeover.   

Guys that keep getting hurt need to be dealt (except Trout).  Pitchers with a bad attitude. Buh bye.
