As with most SCOTUS cases it was a far more narrow argument than what the press articles might imply. The only argument was if the established process to recover the money qualified as due process guaranteed by the 14th amendment. That is a pretty nebulous term. It isn't as if the dissenting argument was necessarily "wrong". It was logically sound. What is the line between due and undue? "Common sense" would say that this was too arduous to be considered due process but when you are talking about a system that tries really hard to not rely on such an abstract threshold we end up with cases like these.
