Not as scary as the lack of patching on mobile devices, especially on Android phones. They are walking attack vectors.

I would surmise with this exploit lasting as long as it possibly did and not getting into the prematurely ejaculating script-kiddies' hands where the exploits are usually quickly noticed that this was a top dollar package and not necessarily handed to two-bit despots as the article might suggest. More likely these countries paid whoever developed the code directly to compromise a specific target and pass the collected data back to the buyer.  Even then these companies would try to use it as sparingly as possible to avoid notice.
