when it comes to RP's, there is no age curve.  It's such a dynamic position as is.  Most relievers that make it to the major leagues and don't flame out immediately will typically have a shelf life of 2-3 years.  Think Ernest Frieri, Justin Speier....

 

A reliever can be drafted at 22, spend three years as a starter and get hurt at 26, ineffective at 27, out of baseball entirely at 28, hooked on with an Indy Ball team at 29, signed at 30 to provide depth in A+/AA, develop a new grip on an old pitch that skyrockets their value at 31, they make it to the majors at 32 and carve out a nice little role for a couple years.  This would be pretty much the same as a kid that signs out of college at 22, rockets through the system and is in the back end of a major league bullpen at 24, and just loses their  stuff due to injuries or fatigue by 27.  There's really no difference, and thus, there's no age curve with relievers. 

 

Every other position in baseball, there is.  But not relief pitchers.  Also, occasionally backup catchers and utility infielders.  The older they are, the better they are in the clubhouse and at handling a backup role.

Street is 32 ... according to most here he's in decline. Which is a over used word around here.

Perhaps you should consider researching the definition of decline. Actually, a dictionary would be a good investment for you.
